On my Pixel 7 pro with a Huawei SuperCharge HW-050450E00 I have found that the problem is related to the cable. If I insert the USB-C plug very slowly it will charge! Accubattery reports ~5.7W charging speed. I have verified that the problem is with the cable by using a Samsung travel adapter EP-TA50EWE.
That's a swollen battery. I've seen only a handful of these, lastly mine. It was under warranty so I sent it in, they swapped the battery for free, as expected. You should stop using the phone asap and have the battery changed. I deal with the lipo/lion batteries daily and they're no joke, they genuinely can burn a house down.
